To support NCQ, your controller (or firmware or OS driver) needs to be able to support Auto-Activate in DMA Setup FIS, SActive register updates in SDB FIS, etc.

Only a few highly programmable SATA-I controllers will be able to do NCQ at all, much less in a sane way.
