Where do you get the idea that "NCQ is to be part of ATA8" ?

Negotiations between T13 and SATA-IO are far from over.

It seems NCQ is to be part of ATA8, and will need a lot of discussions
to be standardized by T13, but can somebody already bring me the
information:
Is there any hardware requirement for Native Command Queuing support on
SATA 1.0 controller ? or can this be managed by pure firmware ?
(Is it possible to use a NCQ capable drive, labelled SATA I or SATA II
in PC world, with a standard SATA I hardware controller just by adding
firmware)
