That report gives the dimensions of a rectangle that will enclose _all_
objects in the pcb database, including component outlines that hang off
the board, component comments that have drifted away from home, etc.
Even if you have nothing outside the board, but have the outline shown
by a .010 wide track centered on the desired board boundary, the report
will show a size .010 larger than the board size, since the outline
track extends outside the boundary by .005 on all edges.
