This question was raised when I attended an IPC CID course, as I think a lot
of us out there wonder how this magic "placement courtyard" comes about.
The answer we were given was not defined by the IPC, but from the efforts of
someone else deciphering the IPC's magic results.

The placement courtyard appears to be determined by the IPC's 0.5x0.5mm
grid, and how the footprint's extremities lie on this grid.  The placement
courtyard seems to be defined by the perimeter of grid squares whereby no
part of the footprint encroaches.  This results in a perimeter around the
footprint of no less than 0.5mm and no more than 1.0mm.

I have this placement courtyard on my library components on a mechanical
layer.  This layer doesn't have to be turned on as Protel displays it when
you move the component.  This allows you to do what you will with the
component overlay (AKA silkscreen).

Hopefully this isn't too confusing.
