Given use of Win2K and other hardware being equal, a dual-processor
P3-933/1000 will give "equal or better" performance than a P4-1400 at about
$600 less. With the dual-processor configuration running Protel, you will
effectively see one processor running the system and the other processor
running the application. From monitoring processor heat profiles, it
appears that Protel is at least partially "multi-threaded" and nicely
distributes application loading with system loading across the
dual-processor. IMO, if you are going for a high-end workstation,
dual-processor P3 is the way to go! If you are going for a mid-range
workstation, memory size and disk throughput will have the higher "ROI".

IMO, Win2K (or even NT) provides better and more stable management of
physical and virtual memory. Win9X still has "memory emulator" modes for
the old 16-bit applications and IMO this "mixed-memory" mode is the source
of many problems.

I have no recent specific knowledge/experience on this. However my "old"
experience is that most Tablets have "strange" device drivers that tend to
be application-specific. Remember that mouse movement is always relative
but tablet movement is "absolute to origin".
