| No you are not missing something.

| The basic answer is if it is not on the schematic then it is a solid
| net. DRC will think that the net is broken and report the error. You may
| be able to find some combination of rules that prevents the errors but this
| will be much more clumsy than adding links to the schematic. I seem to
| recall this conversation having been had some time ago and the conclusion
| was that putting the links onto the schematic is the most reliable method -
| if you want them shown in the parts list.

Here is a trick I use:
I use 2 vias, large ones like 45mil/28mil, and a dummy signal layer, like 16.
Even though I never will print layer 16, I place the jumpers on layer 16. This tells
the DRC that there is a connection so that open net errors will not appear. This also
helps you avoid making jumpers which may cross or short out. When all is done, you
can copy & paste the tracks on layer 16 to the top overlay layer, & voila, you have a
jumper guide on your silk screen.
