*TL;DR:Do we think  creating an official organization such that (at least)
one person overseeing the happenings at FOSS Nepal will help FOSS Nepal do
(quality) stuffs? *

As a (newer) volunteer to FOSS Nepal community, I've recently been
volunteering in the community specially on the side of increasing
participation from college communities. I was introduced to FOSS Nepal
community when I first joined my engineering, ~3 years back, and since then
I've been trying to participate in the community as my skills allow me to.

I started with organizing simple event to aware students of my college of
Foss Nepal, Wikipedia and Software Freedom Day.

I suppose I also have participated in other community activities which
might (or might not) have helped the community go further ahead.

I should also thank the community for different dimensions it has opened me
to, and different connections it has made possible.

But these recent years, as I've started to know more and more things about
the community, it feels that the community itself is not as strong as it
(apparently) used to be before (i joined). Of course there are wonderful
volunteers around with whom i feel joy to be around with, but there's
something else  that I've been (a bit) bothered with.

With these 3 years of volunteering, I now think that I never had known what
goals were we trying to achieve from FOSS Nepal Community. I had knowledge
that FOSS Nepal does SFD every year, and it is like a umbrella to other
communities that we had in Nepal (viz. Php Developers Nepal, Mozilla Nepal,
etc..).  I did not care about that then, because I was driven by the
passion in open source and I was ready to participate and learn. I was more
of a *audience *to FOSS Nepal, rather than a *volunteer.*

As I today had talk with Hempal Dai, a respected and valuable member of
FOSS Nepal Community, I should say: I was able to grasp the goals and
objectives that FOSS Nepal Community is/was trying to achieve. Not only
this made my honor to FOSS Nepal greater, I was more than happy that I
joined the right community. But the problem, as we discussed was that there
were no resources to make sure we meet to our goals.  *There was no
structure, no body,  which urged newbies to follow a path.*

FOSS Nepal is a community, and i know that a community works by treating
every member of it equal. But I think *this does not mean that a single
community-chosen person cannot instruct fellow volunteers to do stuffs that
were well-planned and served a long-term goal.* I feel that, there should
be a well defined structure, a legal entity, if required which will do
stuffs according to goals and objectives of FOSS Nepal community.

As discussed today, given ample human resources, we can apply and get
grants which would enable us to pay those people who take the
responsibility of community -- which might not be voluntary.

So, I Just wanted to know the view of the community members about this. Do
we think  creating an official organization such that (at least) one
person  overseeing the happenings at FOSS Nepal will help FOSS Nepal do
(quality) stuffs?
