Does it mean it would serve as something like git2svn which allows one
to seamlessly work within one DVCS (Fossil) and collaborate with another
one (Git)?

If 'Yes', then it is God-sent since it means I can forget about
'changing gears' by using Fossil for all my private stuff and have to
fiddle with Git with contributing to Github projects.
