In my opinion, breaking backward compatibility with a piece of software
that is widely deployed and that lots people depend on every single day
should never be taken lightly.

In this case, since Fossil is a command line tool, there are almost
certainly build scripts, graphical wrappers, continuous integration
systems, and other automation that would be potentially broken by such
a change.
