Worked so far for me without any problems - but, I admit, I have only done limited testing. You do need to activate the app in System Prefs but the initial wizard should have taken you through this process.
The right click commit seems to work fine in Sierra. You need to add the checkout directory to the list that SnailFossil is tracking. The files that are synced up should all have a green tick badge. Adding a new file to the checkout folder should then result in the new file icon being tagged with a blue ‘?’. Right clicking brings up a context menu incl ‘Fossil commit’. There is a blank area for a commit message and below this, a list of possible files to add. There is a 'select all' checkbox or individual files can be selected. I did have to force quit the finder at one point to force a redraw of the icon but so far have only had to do this once. I did have a couple of glitches with a prev Langui app in El Capitan and needed to restart the finder occasionally. Not sure what OS you are using and if that is of any relevance. I am using the latest version of Fossil. Sorry - I didn’t read the docs (so didn’t find the problem that you mentioned) but I think it is fairly self explanatory - you need to have the repo and the checkout yoyu want tracked identified in the preferences. Once you identify the checkout, snailFossil will find the repo for you and ask you to activate it. The app needs to be kept running in the background - but can be left in the menu bar.
