Though I see it hasn't been updated for Ubuntu 12.10, the instructions should
be similar.

See the above URL. You should be able to:
sudo apt-get install fossology
and have the dependencies taken care of for you.
I haven't installed FOSSology from scratch in quite a while. Hopefully,
someone on this list can give you better instructions.
