The English Wikipedia has had the official site terms since June 15. The code for an override in all languages is now in place as per http://www.mediawiki.org/wiki/Special:Code/MediaWiki/52361 and the messages are being translated through <translatewiki.net>, so nothing should stand in the way of a Monday roll-out.
