Enforcement is always an issue - who enforces? We have an anti-litter law with fines - has it ever been used? The police department is noted as the enforcer, but they can make more money by setting speed traps than pursuing litterers.
On another matter, this Thursday at the Board of Selectmen's meeting appointments are scheduled for the Conservation Commission. These appointments are by the town manager with the blessing of the BoS. The present trend of the town manager is to make the ConCom a weak board, one that will "yes" the town manager, one that will allow the town to be exempt from wetlands laws, both state and local, one that will not require too much from applicants, except from developers. This present administrator has little understanding of wetlands resource protection and does not care to educate himself in such matters. The MA Wetlands Protection Act and the Framingham Bylaw is to protect natural resources not the applicants. This is an example of where the customer is the land not the people. One of the present applicants has actually stated that it is OK to use town Conservation Land as soccer fields! So I caution all to watch this Commission closely and watch how the appointments are made. We may wind up with a "nothing" board. There are four openings - that's a majority!!
