It only sounds good, but unless you have a plan for catching these offenders you will have a heck of a time fining them. Most of this is driveby dumping in the night. Even in those cases where the trash is spilling out of trash bins set out for pickup, there is no recourse. I have repeatedly reported (to B of Health and Bldg Inspector) two locations on Concord Street where trash and bagged leaves have been on the curb for months but no one responds. By the way, isn't there a bylaw against parking vehicles on the front lawn? They have to drive over the sidewalk to do it and this is the permanent parking spot for three cars.
