Oh, come on. Look at the results of political contests, from the presidency on down.
Quite honestly, in Framingham terms in particular, I do not believe the coverage of political campaigns is always adequate to allow voters to make intelligent and informed judgment of candidates qualifications. Perhaps another reason for diffusing power: we've had some real loony toons elected to town boards in the past, who have been able to do minimum damage because by the time the voters who elected them got a clue, their allies could not get elected, and they themselves dared not run for reelection. The town manager is a town employee. His hirers and supervisors - the Board of Selectmen - are responsible for studying him and his resume and for supervising and evaluating his work. And, if they do so inadequately, the voters have recourse. What this means in literal turns is that there is some guarantee that whoever is doing the job has at least some sense of what the work is about.
