I tend to agree, mostly, with what Rene said. I think that a strong Town Manager system is good for Framingham. It is very important to have a well educated, experienced administrator, knowledgeable about public policy, in that position. We have a better chance to keep that standard high with a Town Manager who can be relieved of his/her position by the BoS.
Also, it seems to me that BoS members I have know take their positions very seriously and spend considerable time and effort discharging their responsiblities. So at this level, the Town can continue to be well served if, and this is important, if we as voters watch which BoS members vote for what. It is the BoS that needs to set the broad goals of governance and the TM who needs to execute those goals. This is analogous to a company's Board of Directors governing the Chief Executive Officer who manages the company. Conclusion, I don't think an elected Town Manager would be helpful.
