I would challenge that! (not giving my opinion on this)
Your points of having them live in town, having name recognition, having
time to campaign and the money to campaign are could all better reason to
have a elected official. Town Manager or Mayor. If you live in town you
know the town and should have a more personal interest in it, having
recognition means they have been involved for some time and care about the
town, having time means they will have the time later if elected to go
beyond there job as elected and having money means they have the support of
the people. Now my opinion - Yes I do wish the money thing could be limited
sometimes but it does show some support of the people.
All just thoughts to think about.

Jim,
The pool for elected Town Manager is restricted to people who live in Town,
have name recognition, have the time to campaign, and can raise the money
to campaign. None of this has anything to do with qualifications to run a
Town (just like running for Mayor).
The people may vote for the best qualified of the candidates, but the
choice of candidates will be very limited.
