I think some people who are active in the town perceive the town manager
negatively and others perceive him positively. I think the public expects
town hall to run efficiently and the town to meet their needs effectively
and politely. I don't think most of the public is necessarily aware there
is a town manager, or what his responsibilities are, and if things were
going badly, the B of S would have the complaints directed at them.

I do not think there is any reason for them to assume a general negative
public perception of the town manager.

And it is also why the town manager is an employee of the Board of
Selectmen: his most important area of responsibility is to see to it that
the public doesn't have a reason to call their elected representatives and
complain.

Those of us who are active and noisy may be what sociologists call public
opinion leaders. But we should not let our egos inflate and assume we are
public opinion makers.
