Hello,

I would perform the actions on each file:
    a. open the document
    b. File > Save As ; specify MIF format
    c. close the document
d. Using a text editor such as NotePad++ [or sed], remove every line that starts:
        <RowMinHeight
    and/or:
        <RowMaxHeight
    e. save the MIF
    f. open the MIF in FrameMaker, and SaveAs FM format

There's probably an extendscript that could automate part of that task.
