If what the FM10 help says is correct, this is because FM10 apparently didn’t import the graphics in native SVG format (emphasis added):
When importing a Scalable Vector Graphic (SVG), the SVG Import dialog box allows the user to select the rasterization quality of the image. By increasing the rasterization quality, printed and PDF versions are crisper; however, increasing the rasterization also increases the file size of the image, and it takes longer to import it. FrameMaker prints Scalable Vector Graphic (SVG) images to PostScript printers by rendering the images as vector graphics using Encapsulated PostScript (EPS). For non-PostScript printers, FrameMaker uses the FrameImage format. If I’m interpreting this correctly, FM10 converted SVGs to raster (bitmapped) images on import. It rendered those bitmaps as vector graphics when outputting to a PostScript device (printer or PDF), but at that point the text is not text, just lines – vectors describing a sequence of dots. So the damage is done upon import, and nothing done subsequently can undo it. You have to reimport the original SVGs. My sympathies. I ask because I've discovered that (at least for me) the text-searchable SVG graphic bug, which is listed as fixed for FM12, is only fixed if you're talking about new documents. None of the documents I have that were converted from FM10 to FM12 will produce PDFs with text-searchable SVG graphics. All of the documents that are created in FM12 produce PDFs with searchable SVG graphics. So far I've determined that MIF-washing doesn't fix this, that you can't simply import the contents of the FM10 file into the FM12 file, and that you can't copy & paste using the Frame Interchange Format. Copy & pasting as Unicode text does work, but of course you then have to reapply all your formatting tags and recreate all your xrefs and conditionaled content. Oddly, you can copy and paste the tables in without causing an issue. Note that my company's workflow is to use unstructured FM with embedded graphics; I do not know if this applies to structured FM or XML files or referenced graphics.
