If you DON'T have FrameMaker or aren't familiar with using it to author DITA, and aren't chained to DITA, Flare would probably be way, way easier.
There's probably some set of requirements where structured FrameMaker would be the best and/or most cost-effective tool for the job these days, but it's hard for me to imagine what that would be.
