I would suggest MasterCard to buy the other dept another FrameMaker license. After you factor your time and the fact that the appearance of the documents will start to degenerate as soon as they have been ported over into Word, the cost of the license is insignificant. Plus the folks in the other dept will learn how to use a worthwhile tool that will be an positive addition on their resumes.
