Well, reinstalling is not actually the solution but at least it pointed
me in the right direction. I uninstalled the p277 patch, and guess what?
The paragraph catalog sorts the way it always did in older versions of
FrameMaker. I reinstalled the p277 patch, and I'm back to the screwy
sort order. And when I read the file ReadmeForPatch804.txt, guess what 
I found as the second item in the list of "List of major issues resolved 
in this update"?  I quote:
* FM catalogs don't sort properly. 

In other words, the screwy sort order is the result of a *deliberate*fix*
for the sort order in p277. I guess the way the catalogs always used 
to be sorted was suddenly deemed "improper". Bah!!
