Whatever method you guys decide on, can you make multiple graphical sprites possible for a single terrain match? Even with 81 sprites most of the terrain will just be coastal corners, straights and (especially) deep ocean floor. Just having 2-3 sprites for these (5-6 for deep ocean) would make a big improvement to the overall look. If you're going to be making 81 sprites whats an extra 10-20 in artistic and memory requirements.
