Follow-up Comment #19, bug #15377 (project freeciv): I guess a is_utf8_string() and ut8_string_rm_truncated() (which doesn't require any extra lib) should be good to unsure to don't send incomplete strings thought the network, and maybe loading from files.
This would also fix the crash described at bug #15658.
