Follow-up Comment #5, bug #16625 (project freeciv):

updated version; changes:

save the chat message for the recipient and for the player of the sender only
if:
- it is not an observer and
- it is connected to a valid player

You are right that the sender is only a connection. But most of the time,
this connection will be the only connection for one player. Thus, there is a
bijective projection between sender and player. Therefore, this patch allows
to really read a conservation which is handle over disconnect/reconnect
cycles. Especially as in longturn games the user names are equal to the
connection names.

Additional the prefix for such private messages is changed to '{A -> B}'
