Follow-up Comment #32, bug #15559 (project freeciv):
This is v7 patch.
Because I am author of v1 thru v5, I decided to try v7. The only changes from
v6 to v7 are in server_open_socket() of server/sernet.c, where I tried to add
the recent ideas from comment #27 to comment #31.
