Follow-up Comment #17, bug #15805 (project freeciv):
currently this is ok for cities < 20 or 10
as the city size increases beyond, its not handled by xaw client.
to implement a scrollable city map is really tough with current xaw
architecture for the maps. It needs a lot of effort.
