Follow-up Comment #6, bug #17606 (project freeciv):

concept behind this word is similar to the Partisan (as unit type) and may
cause problem for some in some translations (as well as minor confusion in the
English version).
Bandits and Outlaws are nice options (Buccaneers, Corsairs, Freebooters could
work for sea barbarians if we feel like changing them too). But personally I
like the the words "barabrians" and "pirates" ;)
