Follow-up Comment #11, bug #17392 (project freeciv):
No-one's presented any evidence that it's happening with S2_3, although the
message can be generated by S2_3 code. (@akfaew: what version were you using
when you reported this back in December?)
(I'm guilty of causing some confusion here, with a report of a message that
can _only_ be generated by trunk code with the "nationality" patch. Disregard
comment #4 through comment #8.)
