Goal of this patch was to make it understand that units doing ACTIVITY_GEN_ROAD with correct road type as target are doing just that. Function now takes target road type as parameter, and is generally gen-roads ready. I don't know if old behavior was a bug or intentional trick, but while evaluating railroad connectivity benefits nearby roads were considered railroads. Maybe it was just to get railroad building started by claiming that first railroad tile already would connect existing railroads.
