Follow-up Comment #3, bug #15743 (project freeciv):

Noticed on passing: building specials.order when loading savegame is buggy. It
decides number of dummy entries (ones that get S_LAST indicating illegal
value) based on S_LAST value (indicating number of specials) of running
freeciv version (one doing the loading). It's also a bit wasteful in that when
allocating "divisible by four" slots it allocates 4 slots when 0 would suffice
(but as this is just one array once in memory we are really talking about a
couple of bytes here)
