Follow-up Comment #4, bug #20595 (project freeciv):
There should be way to ignore "the server couldn't allocate starting
positions.", or least enter editor mode and ask player to manually place
starting points. Because player may be trying to create harsh conditions map.
Right now, it's impossible to do so with current system (well not impossible,
you would have to manually change every tile of map, rebuilding entire map
your-self).
