Details:
When MOCCMD isn't set it will default to "moc". On some systems where Qt 4 and
Qt 5 both are installed the command "moc" is the Qt 4 version. This isn't
detected during ./configure. The compilation fails when the Qt client is
compiled. I'm not convinced all users trying to compile Freeciv will
understand what went wrong.
One way to solve this is to make the default MOCCMD use qtchooser to get Qt
5's "moc". The attached patch does this.
