Details:
Terrain/Effects:
- Effects related to Bases were using the range "Tile" (that is wrong but was
working without errors). Replaced by "Local".
- Added regen HP effect for Airbases, else Helicopters can not "refuel" there.
Updated description too.
- Prevent Fortresses and Airbases from being built in same tile.
(req needed because they do not claim borders in this ruleset).
Units:
- Removed "OneAttack" flag from land units.
I added it to try to balance the behavior of the "forced move after attack"
option, but now I see it is important to remove it in order to allow the usual
combat tactics of freeciv (as pointed in the forums).
- Increased cost of Howitzer (I forgot it in previous version), in the same
way than Armor and Mech Inf.
Tested patch for S2_5, and verified it loads for TRUNK.
