Details:

Balanced effect of disasters, so they are not completely random, but linked to
terrain, similar to civ1:
- Flood possible if city adjacent to river
- Earthquake possible if city built over hills

The problem is that I'm unable to trigger any disaster, even when I increase
the chances to 1000. Are they supposed to be working in v2.5?
