Follow-up Comment #5, bug #22794 (project freeciv):
_New comment in bug #22381 points out that this affects also land units in
ocean cities next to coast, in for example in Alien ruleset._
If I remember correctly the symptom that made me file bug #22381 as a bug
(rather than a patch) was that attacks from a city next to land in alien was
possible with arrow keys but not with goto.
