Probably. Both attack and movement by a unit located in a city on water in
alien works as expected in current trunk with the attached patch applied.

The attached patch keeps it consistent with movement for now.

The move-spy-attack inconsistency is visible for the alien ruleset. A "Stealth
Spy" (earthly) in an ocean city will be able to perform a spy action while an
earthly attack unit in the same location won't be able to attack.
