Follow-up Comment #8, bug #23094 (project freeciv):

The Windows binary will run without problem. Icons will be missing on some
buttons. Four city dialog buttons don't have text and will thus become a
problem. The related icons are:

go-up
go-down
list-add
list-remove

Finding/drawing fallback icons for these is easy.

I don't know how the Windows packages are created, but none of removed files
can (nor should) be included anymore.

The same behavior is to be expected on any system (OS X...) where some icons
are missing. Here is the full list of icons the Qt client uses (some of them
aren't used as intended by the Freedesktop spec):

edit-delete
flag
go-up
go-down
list-add
list-remove
configure
preferences-other
preferences-system
fork
help-donate
meeting-chair
meeting-observer
network-server
network-disconnect
object-locked
