Follow-up Comment #3, patch #5875 (project freeciv):
Fortress has dependency on outpost, there's no way (I'm not 100% sure about
the editor, and that one might change even if it's ok now) to remove the
outpost without removing the fortress first. Just like you cannot pillage road
without pillaging railroad first. So you don't need to care about the case
"fortress alone", either it's "outpost alone" or "outpost + fortress".
