Follow-up Comment #3, bug #24126 (project freeciv):
May I utter some, maybe redundant, comments?
Some nations are subnations of others. In some of these cases the leader names
are, historically correct, identical.
In some cases the leader name is correct for one, incorrect for the other
nation.
In some cases, the name is ident, not the person. Here it may help to precise
the names with prename/surname/number/attribution/else. This might be good for
cases, where there is only one occurence of an albeit vague name, too.
For the nation/leader choice at start of game, I find the mixup sometimes
annoying. An optional restriction to nation groups might also help for the
leader name problem in that it avoids the disposition of nations and there
subnations at the same time.
LBNL, game messages might alway consist of both the nation and leader name, at
the same time. This makes it easier to understand in some cases, and _maybe_
one can cope with occurences of leader name doublettes.
Not sure about the question, whether leader names should be always unique. If
people can input names, the will probably end up with doublettes in cases
where this is motivated by history.
