Follow-up Comment #12, bug #24126 (project freeciv):
As for S2_6 and later branches, we should fix the real problem of not being
able to select nation for players /created on .serv file, and not keep it
limiting our leader name lists (it would make even the /create better in that
one could have leader that is not listed for the nation)
