Follow-up Comment #8, bug #24126 (project freeciv):

Sounds like a bug to me. Or is that intentional change to the feature to that
one can use the leader name to choose the nation (not so important nowadays,
with all the other options we provide, than on first days of freeciv)?
I think that has been the main reason to disallow duplicate leader names in
rulesets in the first place - someone may check leader list of Bretons, and
then picks Anna out of that list in order to /create Bretons to game.
