that's at least unlikely.

the FreeDOS kernel (and AFAIR the MSDOS kernel as well)
enable A20 on each invocation, and leave it on.

so in real life, I'd expect that A20 is disabled from the moment
a program starts executing (at this point A20 is disabled by the
kernel), to the very next int21 - usually not that long
