1) <https://www-user.tu-chemnitz.de/~heha/hs/> says "haftmann#software
*freeware* list" and "It's all *open-source*!".
2) DOSLFN.TXT from doslfn.zip (0.32o) says "but you should take NTLFN
package, *also nice open-source Freeware*".

Henrik Haftmann's and Jason Hood still seem to be around, as they have
updated their websites very recently (NOV-2018).
It should be no problem to ask them, if GNU GPL v2 or 'MODIFIED' BSD or
... fits.
