Uh, why? I don't think you can withdraw a valid license unless there was
some mistake or mischief in releasing it in the first place.

1. The company that released it no longer has the rights, which they split off to a separate company which then sold out to at least two other companies, and the original program was withdrawn.

2. The current rights holders don't seem to support the idea of it being open.

3. I'd rather not deal with maybes or kindasortas. It's either open or it's not and it was never truly open (otherwise it could have dissolved into FreeDOS like ViewMAX, the DR DOS shell, did).
