The way you describe it, it does sound arbitrary. It gives the
impression that you alone decided that, but now want to defend
that decision by claiming a "group" would have decided it.

A group whose members stay unnamed? I would prefer a broader
discussion about that "16 MB disk is enough for us" topic.

Yes. BASE should contain everything which MS DOS 6 would have had.

In addition, there could be dozens of nice little things while
still easily fitting on 32 MB or 64 MB.

They should not be added to "base", but it would be interesting
to have more than only "base" in "lite" :-) As you can imagine,
my concept of "lite" is driven by "small and nice", so having a
few dozen extra tools sounds good for me. My idea would be that
if somebody wants extremely small DOS, then they can simply use
a boot disk. A "lite" version of the distro, however, already
implies having a set of tools included. The smallest plausible
set would be "base", as you would not want to be even WORSE
than a 30 year old MS DOS. But even your smallest XD cards do
have 32 MB of space. E.g. 25 MB fits a lot more apps than this
old MS DOS 6 on three floppies. Also, all apps in our distro
are free anyway, so bundling goodies will not grow the price.
