How about something like "Packages need fewer votes
to be included in LITE when they are SMALL", to make
lite chosen by a mix of size and votes instead of
needing a separate voting category for it?

That is the idea of BASE, yes. It kind of preserves
the MS DOS tradition by stating the wish to have what
MS DOS had, as a minimum goal. So yes, there is not
so much point in voting things in or out of base ;-)

As said, I suggest to generate a list of small and
popular things from all categories to add to LITE,
instead of limiting it to the stinted BASE category.

I guess the SECTION "base" in https://fd.lod.bz/survey/
means "base, clones of stuff included with ms dos 6",
while the COLUMN "base" should be interpreted as "what
should already be included in the lite distro" :-)

Suggestion for the 1.3 report: Put a link-list similar to
the 1.2 index list near the top of the report.html which
simply scrolls to the corresponding 1.3 report section :-)

Survey columns are: base, full, extra, online (four degrees
of importance), live and floppy. I think live refers to
"things beyond base which are pre-installed in the live
CD/USB" while floppy refers to "things beyond base which
are available in the floppy distro". I guess one could
interpret that as SIX degrees of importance in total:

1. Base SECTION is always included in all editions,
because we want to offer at least as much as MS DOS.
Even for packages which are no longer exciting 2021.

2. Floppy has a bit more than base, to be more useful

3. Base COLUMN is included in the LITE distro, a few
10 MB in total (Live CD/USB should also include those)

4. Full column is included in the FULL distro CD/USB

5. Extra is moved to an extra CD, because otherwise
the FULL distro would not fit on a single CD at all.

6. Online is not available on any CD, only online and
only on basis of individual per-package downloads.

The pre-packaged ZIP/ISO/IMG should match levels 2 to 5:
Level 1 is too minimalistic and 6 would be too large.
