I was thinking of having a package that attempts to download the
driver and install it.  This isn't included yet, though.

It isn't distributed with mine either.  If the user wants to use the
CD-ROM after installation, they will currently have to manually add a
CD-ROM driver.

Right now, it is up to the user to configure the packet driver, but
the distribution comes with the crynwr packet driver collection and
the postset.bat post installation setup batch file asks the user if
they want to edit wattcp.cfg and if they want to shell to the
directory containing the packet drivers.  If anyone has a better idea,
please let me know.
