Communicating only in upper case letters should have ended back when computers and terminals that supported upper and lower case letters became available. That was a long time ago.

The defense internet (ARPANet) was not handed off to the people for freedom of speech in 1974.

Freedom of speech implies some responsibility to use it wisely.
